Chile’s military government has systematically used torture, including electric shock and sexual abuse, to obtain confessions from prisoners, the Americas Watch human rights group said. Aryeh Neier, vice president of the Washington-based organization, and Cynthia Brown, associate director, announced their findings in Santiago, the Chilean capital, at the end of a six-day visit during which they met prisoners, judges, human rights workers and the head of Chile’s secret police.
