Gov. George Deukmejian appointed his speech writer, James W. Robinson, 33, as director of public affairs and communications to oversee media relations, speech writing and correspondence. Deukmejian also promoted Kevin Brett to press secretary and Donna Lipper to deputy press secretary. The changes resulted form the departure of Larry Thomas to become Vice President George Bush’s press secretary.
