Former President Jimmy Carter will report Friday to Secretary of State George P. Shultz on his five-nation Middle East tour, his press assistant announced. Carter held nine hours of talks with Syrian President Hafez Assad and also met with leaders in Egypt, Jordan, Algeria and Israel. As he wound up his tour in northern Israel, Carter said that President Reagan’s arms sales to Iran have badly damaged America’s standing in the Middle East.
