Black Gen. Put Up for 4th Star
WASHINGTON — President Reagan today nominated Lt. Gen. Bernard P. Randolph, a military space expert, for promotion to full general and to head the Air Force Systems Command.
If confirmed by the Senate, Randolph, 53, would be the third black officer to attain four-star rank in the armed forces. Gen. Lawrence A. Skantze, who now heads the Systems Command, will retire on Aug. 1 after more than 37 years of active-duty service. The Systems Command is the Air Force organization responsible for the research, development and procurement of new airplanes and aerospace systems.
