Los Angeles City Atty. James K. Hahn delivered $5,000 checks to each of three Skid Row charities. The money was from the Rand Financial Corp., but Hahn said it was not exactly a love offering. Rand was convicted last week of permitting substandard conditions to exist at an apartment it owns on South Main Street and was ordered to contribute $15,000 to agencies helping the underprivileged. Hahn said it was part of a program in which his department hopes to force slumlords to finance the organizations that aid their victims.
