William J. Alley was elected chairman and chief executive of Old Greenwich, Conn.-based American Brands, succeeding Edward W. Whittemore, 64. In addition, Thomas C. Hays, 52, was elected president and chief operating officer, effective Jan. 1, succeeding Virginius B. Lougee III, 61, who plans to retire. Alley has been vice chairman and chief operating officer. Hays is president and chief executive of American Tobacco Co., a subsidiary.
