Incorporation of a 14-square-mile section of Calabasas was approved by a Los Angeles County agency that oversees the creation of new cities. The Local Agency Formation Commission rejected a prediction by the panel’s executive officer, Ruth Benell, that Calabasas residents would spend $1 million more than they would take in during their city’s first year of operation. Instead, taxes generated by Calabasas’ local economy will more than make up any shortfall, commissioners said. The 5-0 commission vote set the stage for a possible incorporation vote in June, 1988, for Calabasas residents. Such an election would be authorized by the Los Angeles County Board of Supervisors after it holds a cityhood hearing later this year.
