Susan Graham of Spokane, Wash., returned to the United States from Moscow with her Soviet husband, Matvey Finkel, after an eight-year campaign to win him permission to emigrate. The couple said in Chantilly, Va., that they will return to Spokane. Finkel, a 39-year-old engineer, said: “I’d like to find a job.” Soviet officials last week granted him permission to live in America with his wife and their 8-month-old daughter. He and Graham, 31, were married in 1979 in Moscow, where she had worked for an American family.
