Saudi Arabia and its five partners in the Gulf Cooperation Council will formally propose reinstatement of Egypt to membership in the 21-nation Arab League, gulf officials and diplomats said. But the proposal, expected to be made during a meeting in Amman, Jordan, on Nov. 8, is certain to be opposed by Syria and Libya, the league’s severest critics of Egypt’s relations with Israel. The two hard-liners voted with the majority of Arab countries to cut all ties with Egypt after it signed the U.S.-sponsored Camp David accords with Israel in 1979.
