Sri Lankan President Junius R. Jayewardene met with Indian Deputy Foreign Minister K. N. Singh to discuss the resumption of civil government in northern Sri Lanka, where Indian troops have been battling Tamil rebels. Meanwhile, an Indian government spokesman said India has launched its first aerial strafing of Tamil rebels, killing 27 guerrillas. But an Indian journalist in the area said many of the dead were civilians.
