Frank C. Carlucci, recently sworn in as the United States’ 16th defense secretary, left for Belgium to meet his European counterparts and discuss North Atlantic Treaty Organization defenses in light of an impending superpower arms treaty. In two days of meetings in Brussels of NATO’s defense planning committee, the defense ministers are to discuss steps the alliance can take to replace the deterrent value of the missiles eliminated by the intermediate nuclear forces accord to be signed at the U.S.-Soviet summit next week, Pentagon officials said.
