A judge ruled that Anthony Kiritsis could be released from an Indiana state mental institution to the custody of a guardian, but the man who 10 years ago paraded a hostage wired to a shotgun through downtown Indianapolis rejected that option. Morgan Circuit Judge James Harris concluded that Kiritsis no longer posed a danger to himself or others.
