Leland M. Gustafson, Pacific Gas and Electric Company’s manager of federal governmental relations since 1985, has been elected vice president, Golden Gate Region, which comprises San Francisco and San Mateo counties. Gustafson will fill the vacancy created by the death Dec. 11 of Owen H. Davis.
