President Reagan will have to consider increasing sanctions against Japan because it has not opened its market sufficiently to American microchips, a lawyer for the U.S. semiconductor industry said. Alan Wolff, representing the Semiconductor Industry Assn., said in Washington that Japan was not honoring a 1986 agreement that would give U.S.-made chips 20% of the Japanese market by 1991. Reagan lifted all but $165 million of tariffs he imposed on Japanese goods in April, 1987, after agreeing that Japan had stopped dumping semiconductors at prices below production costs.
