Shanghai Crime on Rise

SHANGHAI — Crime is on the rise in Shanghai, China’s biggest city, with crooks operating an ever widening variety of rackets, an official newspaper said Thursday. Xinmin Evening News said police caught 58,000 criminals in 1987, an increase of almost a third over 1986.
