Victor Liang has been named senior vice president, product operations, for Silicon Systems, an integrated circuit manufacturer based in Tustin. Liang, who has been with the company since 1981, had been vice president of product operations. Before coming to Silicon Systems, he held various product and process management positions with National Semiconductor, Motorola and Raytheon.
