Virginia House Seat Filled

WASHINGTON — Lewis F. Payne Jr. of Virginia was sworn in Tuesday to the House of Representatives, filling the seat left vacant by the death of Rep. W. C. (Dan) Daniel last January. Payne, a 42-year-old businessman, last week defeated former Reagan White House aide Linda Arey in a special election, keeping the 5th District seat in Democratic hands.
