A hearing examiner is considering recommending that a contract between the U.S. Postal Service and Texas billionaire H. Ross Perot be ordered suspended. It has been challenged by Electronic Data Systems Corp., Perot’s former company now owned by General Motors, and Planning Research Corp. of McLean, Va., would-be competitors who did not get to bid. Whatever recommendation is made will go before a judge at the General Services Administration Board of Contract Appeals, said a board official who requested anonymity. At a hearing Tuesday, Perot and Postal Service officials refused to comply with requests to provide documents or have individuals testify before the board, the board official said.
