Prime Minister Margaret Thatcher and her Conservative Party faithful opened their annual convention behind a concrete crash barrier in what may be the biggest peacetime security operation mounted by British authorities. Security forces in the coastal city of Brighton sealed off the beachfront at the convention center and at the Grand Hotel, where an Irish Republican Army time bomb four years ago killed five Conservative conventioneers and narrowly missed killing Thatcher. The outlawed IRA has said it will try again to kill Thatcher if the opportunity arises.
