U.S. Deputy Secretary of State John C. Whitehead said in Warsaw that democratic reforms could lead to Washington’s assistance in reviving Poland’s flagging economy. Acknowledging the tough job that lies ahead, new Premier Mieczyslaw Rakowski told a news conference that much depends on improved relations with the United States, which can influence international organizations to grant badly needed credits to Poland. Whitehead told a separate news conference at the end of his three-day visit to Poland, “We believe our relationship can develop . . . much more rapidly . . . if the kinds of trends toward liberalization, toward pluralization, toward greater democracy take place.”
