Algeria released 694 people arrested during last month’s riots--a move that came on the eve of a national referendum that could alter the North African country’s political landscape. The referendum to be voted upon today would introduce constitutional reforms promised by President Chadli Bendjedid after six days of rioting over unemployment as well as food and housing shortages left 176 dead by official count, 154 hurt and 3,000 arrested. Bendjedid says the changes are needed before there can be economic reforms.
