‘Power Showers’ and Water Conservation

I found the Ruth Ryon article that mentioned “power showers” (Oct. 30) the most interesting aspect, since just this week, I received the official replacement shower head from the Department of Water and Power. It seems I am mandated by law to use this less than 1-inch-diameter shower head in each of my bathrooms. Does this new law also affect the rich and famous? Will they have to replace their 12-inch-diameter shower heads with the itty-bitty one supplied by the DWP?
