2 More LAFCO Members Quit County Panel

Two members of the county’s Local Agency Formation Commission announced their resignations Wednesday, which will mean a third shuffling of the panel in a little more than a year.

LAFCO Chairman Donald A. Holt Jr.’s resignation will become effective March 1. Holt, who has been chairman for a year, said he is leaving the five-member board to accept a top sales position with his company, CPC International, in Chicago. Holt, 49, is a former Placentia City Council member.

Commissioner Ronald B. Hoesterey’s resignation becomes effective immediately. The Tustin mayor told the other commissioners that he cannot manage the panel’s workload since forming his own business 8 months ago.

Hart Chosen Chairwoman

Newport Beach Councilwoman Evelyn R. Hart was chosen Wednesday as chairwoman of LAFCO, which is responsible for deciding annexation and incorporation issues in the county. County Supervisor Gaddi H. Vasquez was named vice-chairman. The other remaining member is Supervisor Don R. Roth.

Other recent departures have been: San Juan Capistrano Councilman Phillip R. Schwartze, who resigned in May; Executive Director Richard T. Turner, who announced his resignation in March; Supervisor Roger R. Stanton, who resigned in January, 1988, and Supervisor Thomas F. Riley, who resigned in November, 1987, citing the battle between residents of Laguna Niguel and Dana Point for the Monarch Beach coastal strip.

LAFCO is made up of two county supervisors, two city council members and one member of the public. The city council seats are chosen by the Orange County City Select Committee, consisting of the county’s mayors.
