Faced with an estimated 300,000 Indochinese refugees stranded in camps in Southeast Asia, officials from 37 countries opened a three-day conference in Kuala Lumpur, Malaysia, to consider a plan that would force the return of some asylum seekers to Vietnam. The Assn. of Southeast Asian Nations has proposed a guarantee of temporary refuge, followed by a regional screening process. A highly controversial provision in the plan would provide for forced repatriation back to Vietnam for some refugees. Among the nations attending are the United States, Laos and Vietnam.
