The City Council Monday approved spending $127,000 in federal community development funds on graffiti removal.

But upset at the marked increase in the amount of graffiti in the city Mayor Barry L. Hatch said parents must be held accountable for the actions of children who are vandals. Hatch said that when he was a youngster and misbehaved, “my dad beat the hell out of me.”

The amount represents more that a tenfold increase from a year ago. “I don’t like being held hostage by a lot of punks,” Hatch said.
