Earmarking and Accountability: ‘A New Plan for Foreign Aid’
I agree that a new plan for foreign aid is in order. Alleviating poverty by developing human resources is the goal of the Global Poverty Reduction Act. The act stresses local development with local and international input. The act monitors the success or failure of our foreign aid program by tracking the under 5 years of age mortality rate and the female literacy rate.
Recently our foreign aid policy has been to answer a threat to our national security with guns and money. In an age when a nuclear bomb is aimed near your house and near mine (wherever you live), we will never be truly secure in our lifetimes.
When a man has shelter and enough food to eat, the respect of his peers, and the confidence that his children will survive childhood, he does not need to go to war.
