Bank president and San Diego civic activist Murray Galinson was named to head the 20-member Citizens Review Board on Police Practices, which was approved by city voters last year. Board members are authorized to review police investigations of officer misconduct cases. The newly created board replaces the Civilian Advisory Panel on Police Practices. In its more than one year of operation, the panel agreed in every case with the way the Police Department handled serious misconduct complaints against its officers. Voters in November gave majority approval to two police review measures on the ballot. But a city council-sponsored measure that created the new board won slightly more votes. The defeated competing measure would have given the review board more investigative discretion and independence, as well as subpoena power.
