With no discussion, the San Diego City Council on Monday agreed to create a “joint-powers authority” to plan, establish and manage the proposed San Dieguito River Valley Open Space Regional Park.
The council appointed members Abbe Wolfsheimer and Ron Roberts to fill its two vacancies on the new agency, which will include representatives from the county and the cities of Escondido, Poway, Solana Beach and Del Mar.
