P.V. Estates Council Picks Interim Manager
The Palos Verdes Estates City Council has appointed veteran city manager and government consultant Richard Malcolm, 65, as interim city manager until a permanent manager is hired. He will take over Monday from Finance Director Bill Yeomans, who was named to the post temporarily after the council fired former City Manager Gordon Siebert on June 22.
Malcolm’s salary is expected to be determined before Tuesday’s council meeting, according to City Clerk Barbara Culver. He will not be a candidate for the permanent manager’s job and will assist the council in the search to fill the vacancy.
Malcolm retired from city management in 1979 after nearly seven years in Simi Valley. Previously he was city manager in San Marino, Claremont and Scottsdale, Ariz. He is a consultant in local government and public administration in Sacramento, where he lives with his wife, Maxine. Malcolm has a bachelor’s degree in government from Pomona College and an master’s in public administration from Wayne State University in Detroit.
