Liquor Licenses: Passed and sent to the governor on a 59-2 vote a bill (AB 1450) by Assemblyman Richard Katz (D-Sepulveda) to allow local law enforcement agencies to seize liquor licenses from restaurants, bars and liquor stores where illegal drug activity occurs.

Computer Crime: Passed and returned to the Senate for concurrence in amendments on a 42-18 vote a bill (SB 1012) by Sen. Becky Morgan (R-Los Altos Hills) to make it a misdemeanor or a felony to knowingly introduce a computer “virus” with the intent of disrupting service.

Speeding Trucks: Passed and returned to the Senate for concurrence in amendments on a 41-1 vote a bill (SB 463) by Sen. John Seymour (R-Anaheim) to double the fine from $100 to $200 for first offense speeding convictions of truckers.

Hazardous Waste: Passed and sent to the governor on a 41-1 vote a bill (AB 1488) by Assemblyman Richard Katz (D-Sepulveda) to allow the seizure of trucks used to transport and dispose of hazardous waste at unauthorized locations.

Toilets: Passed and sent to the governor on a 45-11 vote a bill (AB 2355) by Assemblyman William Filante (R-Greenbrae) to require all new buildings constructed after Jan. 1, 1992, to have toilets that use no more than 1.6 gallons of water per flush. Most toilets today use 3.5 gallons.

Trees: Passed and sent to the Senate on a 56-0 vote a resolution (AJR 60) by Assemblyman Norm Waters (D-Plymouth) urging the U.S. Forest Service to take immediate action to salvage dead or dying trees caused by damaging insects.

Floor Action:

X-Rated Videos: Passed and returned to the Assembly for concurrence in amendments on a 33-0 vote a bill (AB 1242) by Assemblyman Ted Lempert (D-San Mateo) to require video rental stores to create an “adults only” section for X-rated videos. Failure to do so would call for a $100 infraction fine.

Holocaust: Passed and returned to the Assembly for concurrence in amendments on a 38-0 vote a bill (AB 1143) by Assemblyman Tom Hayden (D-Santa Monica) to create a Commission on the Holocaust to educate the public about the history of genocide and the dangers of religious, racial, political and ideological prejudices.

Reagan: Passed and returned to the Assembly for concurrence in amendments on a 26-3 vote a resolution (ACR 21) by Assemblyman Curt Pringle (R-Garden Grove) thanking former President Reagan for his service to California and the nation, and wishing him and his wife, Nancy, happiness in the future.

AIDS: Passed and returned to the Assembly for concurrence in amendments on a 25-6 vote a bill (AB 65) by Assemblyman John Vasconcellos (D-Santa Clara) to prohibit job discrimination against AIDS victims.

AIDS: Passed and returned to the Assembly for concurrence in amendments on a 21-17 vote a bill (AB 1719) by Assemblyman Tom Hayden (D-Santa Monica) to require private and public employers of more than 25 workers to provide an AIDS information program by next July 1.

Consumers: Passed and sent to the governor on a 22-9 vote a bill (SB 101) by Sen. Bill Lockyer (D-San Leandro) to require major retailers, public utilities and cable television companies to deliver merchandise or begin scheduled repair work within a four-hour period if the presence of the consumer is required. Violations would allow consumers to file small claims court actions seeking a maximum of $500 in damages.

Newsprint: Passed and returned to the Assembly for concurrence in amendments on a 30-3 vote a bill (AB 1305) by Assemblywoman Lucy Killea (D-San Diego) to require newsprint users to use at least 25% recycled paper, starting Jan. 1, 1991. The figure would rise to 50% in 2000.

Permits: Passed and returned to the Assembly for concurrence on a 21-15 vote a bill (AB 411) by Assemblywoman Lucille Roybal-Allard (D-Los Angeles) to place additional restrictions on hazardous waste facility permits issued by the state Department of Health Services and air pollution permits issued by local air pollution control districts.

Public Records: Passed and returned to the Assembly for concurrence in amendments on a 24-10 vote a bill (AB 2019) by Assemblyman Elihu Harris (D-Oakland) to fine state or local agencies $25 per day if they fail to provide public records for inspection upon request.
