President Bush has named Securities and Exchange Commission member Edward H. Fleischman to be acting SEC chairman while the Senate ponders his first choice, White House aide Richard C. Breeden. The previous chairman, David S. Ruder, left the job on Friday to return to teaching at Northwestern University’s law school.
