U.S., Soviets Reportedly Seek Early Summit

WASHINGTON —  United States and the Soviet Union, accelerating the timetable for superpower summitry, have been discussing a meeting as early as December between President Bush and Soviet President Mikhail S. Gorbachev, according to an Administration official.

The meeting, which would be Bush’s first as President with the Soviet leader, may be held on neutral territory and would not interfere with plans for a summit next spring or summer in the United States, as was agreed earlier by Secretary of State James A. Baker III and Soviet Foreign Minister Eduard A. Shevardnadze.
