Untimely anniversary: Former President Jimmy Carter heads to Washington Sunday for first reunion with 1,200 members of his administration since he lost the presidency nearly a decade ago. Ironically, the gathering will occur a day after the 10th anniversary of Carter’s most disastrous foreign policy event--Iran’s seizure of the U. S. Embassy in Tehran and the taking of American hostages.
