Governor Will deliver his final State-of-the-State message to the Legislature this evening. Will present a proposed 1990-91 state budget expected to exceed the $50-billion mark to the Legislature on Wednesday. Assembly Bill Introductions: Truck Drivers: AB 2567 by Assemblywoman Gwen Moore (D-Los Angeles) would limit commercial truck drivers engaged in intrastate commerce to 10 hours of driving per 24-hour work period. Pickup Trucks: AB 2561 by Assemblyman Eric Seastrand (R-Salinas) would prohibit the transportation of any person in the open back of a pickup. A violation calls for a $50-$100 fine. Senate Bill Introductions: Medflies: SB 1754 by Sen. Ruben S. Ayala (D-Chino) would make it a felony instead of a misdemeanor offense for any person to willfully import or ship a Mediterranean fruit fly into California. Pet Cemeteries: SCA 35 by Sen. Alan Robbins (D-Tarzana) would make property used or exclusively dedicated for pet cemeteries exempt from property taxation and special assessments except when used or held for profit. Panama Canal: SJR 50 by Sen. Don Rogers (R-Bakersfield) calls on President Bush and the Congress to scrap the Panama Canal treaties and reclaim the canal for the United States. Miscellany Student Athlete Grads: Assemblyman Tom Hayden (D-Santa Monica), chairman of the Subcommittee on Higher Education, called on the National Collegiate Athletic Assn. to require member schools to publicly report the graduation rate of student athletes. “If Notre Dame, Duke and Penn State can graduate nearly 100% of their athletes, other campuses should shape up, too,” Hayden said. The NCAA will consider graduation rate disclosure at its annual convention this week in Dallas.
