WORLD IN BRIEF : MIDDLE EAST : Soviets Cautioned on Boost in PLO Ties

The United States said a Soviet decision to upgrade its relations with the Palestine Liberation Organization is detrimental to Middle East peace efforts. The Kremlin announced Wednesday that it would allow the PLO’s Moscow representation to be upgraded to an embassy. The decision by the Kremlin had been widely expected since November, 1988, when the Soviet Union recognized the PLO proclamation of a Palestinian state.
