K mart Announces $2.3-Billion Plan: K mart Corp., the nation’s second-biggest retailer, announced a five-year, $2.3-billion program that calls for opening about 250 new stores and enlarging and relocating and refurbishing hundreds of existing outlets. The Troy, Mich.-based firm said it will take a $640-million charge against its fiscal 1989 earnings. The company’s fiscal year ended Jan. 31, and it has not yet reported 1989 results.
