AFTER ALL THAT: They spent five days trying to get into Lithuania to observe Saturday’s legislative elections, but Christopher Cox and three other congressional poll monitors finally arrived--a day too late. . . . Disappointed, the Newport Beach Republican spent Sunday in the Soviet republic passing out small U.S. flags and copies of the Constitution, alternately praising the election returns and criticizing the Soviets for holding up their visas. . . . “It was a hollow victory for the Soviets keeping us out,” Cox said. “We became a cause celebre, instead of just an ordinary congressional delegation.”
