Construction Index Slips: The Dodge index, which measures construction activity, declined 3% in January--its fourth consecutive monthly decline. The index stood at 155, compared to its most recent peak of 181 in September, said F. W. Dodge, a division of McGraw-Hill Inc. The seasonally adjusted indicator of future spending on construction uses 1982 as its 100 base.
