McCOLL: The EPA probably will sue five oil companies to force them to test the ground water and provide security at the infamous McColl toxic waste dump in Fullerton. . . . Last week, the companies--Shell, Union, Arco, Texaco and Phillips--offered to reimburse the EPA for the work, but the offer was deemed “unacceptable,” an EPA source said. . . . Cleaning up the 1940s dump, created for wartime aviation fuel waste, has been a controversial topic for a decade.
