HOT FLASH: Even if Phil Collins’ anti-ticket broker offensive was a bust, that doesn’t mean rock stars can’t get some quality concert seats into the hands of ardent fans. Billy Idol has already made a gesture in the right direction. Out on a tour that hits the Forum Oct. 24 (and the San Diego Sports Arena Oct. 26), Idol has been holding back tickets for the front two rows for all his concert dates. Before the show begins, his crew hike up to the nose-bleed seats, pick out fans that look like Idol die-hards (girls, wear your best black-leather blouses!) and swap their tickets for front-row seats. The back-row seats are then put on sale at the door to latecomers.
