Romania Parliament Extends Government Rule Over Economy
BUCHAREST, Romania — Parliament empowered the Romanian government Monday to rule the economy by decree and speed up reforms aimed at building a free-market system after four decades of communism.
Both chambers of Parliament voted by an overwhelming majority to give Prime Minister Petre Roman special powers. Roman had requested them in a report on the economic reforms he presented to Parliament Oct. 18.
He had demanded a free hand to declare emergency economic measures over the next six months.
This includes the power to change taxes and duties and to negotiate foreign credits without referring to Parliament.
