Opposition Candidate Wins Race in Mexico

MERIDA, Mexico — The opposition National Action Party won the City Hall race here after a recount announced Monday gave the party a 758-vote margin of victory.
The state election commission declared National Action’s Ana Rosa Payan Cervera the mayoral winner in the Nov. 25 election, the official Notimex news agency said. The commission said she received 63,584 votes to 62,826 for Herbe Rodriguez Abraham of the ruling Institutional Revolutionary Party.
