Mandela Cancels Anti-Apartheid Talk
CAPE TOWN, South Africa — Nelson Mandela, who is under a doctor’s order to reduce his activities, has canceled a major speech at an anti-apartheid rally outside Parliament, the African National Congress said Wednesday.

She said he has canceled a Cape Town speech scheduled for Friday, shortly after President Frederik W. de Klerk opens this year’s session of Parliament, which excludes the black majority.
