Plans for a $108-million crude oil pipeline that would pass under part of the San Gabriel Valley have been presented to the City Council.

At the council meeting March 5, Ronald Hill, president of the Cajon Pipeline Co., assured Councilman Jay Kim that the project, which would run under Grand Avenue downtown, would be able to withstand an earthquake.

The pipeline, which would run from Bakersfield to oil refineries in Los Angeles County, is under environmental review by the federal Bureau of Land Management and the California State Lands Commission.

In addition to Diamond Bar, the pipeline would pass through the City of Industry, Pico Rivera, Montebello, Downey, South Gate, Paramount, Compton and Long Beach before terminating in Carson.

If it receives appropriate approvals, Hill said, pipeline construction could begin in the spring of 1992.
