Zulu chief Mangosuthu Gatsha Buthelezi, signaling a new state of open tension between key black groups, charged that the African National Congress has a “lust for power” and is inviting “civil war” in South Africa. In the latest violence, 11 people in Johannesburg townships were killed Sunday.
