Merger of Bank, S&L; Selloff Agencies Proposed: Federal Deposit Insurance Corp. Chairman L. William Seidman said the government should combine its programs to sell the assets of failed banks and savings and loan associations. Seidman presides over both efforts, as chairman of the FDIC for banks and head of the Resolution Trust Corp. for S&Ls.; Many RTC personnel are on temporary loan from the FDIC. However, the two bodies have separate systems and policies for setting prices and bids. Seidman’s proposal, in a letter to Sen. Robert Kerrey (D-Neb.), would streamline the sales effort and provide a uniform set of standards.
