Talking It Up: Scott Baio, late of “Charles in Charge,” will be joining ABC’s “Baby Talk” this fall, playing a building superintendent and aspiring songwriter on the Friday night comedy series. Baio will have a close relationship with the precocious 18-month-old baby whose thoughts are heard by the audience, but getting to know the baby’s mother (Mary Page Keller) won’t be as easy.
