INSULT AND INJURY: Another fatal crash on Ortega Highway (B3) dramatized the treachery of the road. At one point last year 37 cars moldered in the canyon below the highway, too damaged for salvage. . . . But CHP Officer Ken Daily says a new federal policy will force car owners to pay to get their cars out of the canyon whether they want to or not. Daily says that can be expensive: “Sometimes we need helicopters to get them out.”
