A proposal to restrict teen-agers’ use of electronic beepers has been rejected by the Board of Supervisors, which concluded that the ban would violate civil rights. Supervisor Jim Gonzalez pushed the legislation, saying during two months of debate that many of the electronic pagers carried by teen-agers were used in drug dealing. But his proposed law was defeated by a 6-5 vote. It would have required minors carrying beepers to have written permission from parents, doctors or employers.
