President Frederik W. de Klerk, battling to restore his government’s credibility, said he is ending secret payments to political groups and beginning a review of all covert operations. He said he had no knowledge of the $87,000 given to the conservative Inkatha movement until news reports appeared July 19. De Klerk defended the government’s covert operations during recent years when the country was facing internal conflict and international isolation.
